Are Managers the Real Weak Link in Performance Management?
A recurring theme in this discussion was that most performance systems don’t fail because of the framework—they fail because managers struggle to make and communicate difficult talent decisions consistently. Leaders debated whether the real issue is manager capability, cultural avoidance of differentiation, unclear expectations, or simply too much complexity built into the process itself. Several organizations are responding by simplifying rating structures, increasing transparency, and using AI to support calibration and goal setting. Others argued the bigger challenge is helping managers build the confidence to differentiate performance in the first place.
